In our database, measured spin runs from under 1,200 RPM to over 2,700 RPM. Paddles above roughly 2,000 RPM sit in the top third and are what most players would call high-spin paddles.

Does a carbon face mean more spin?

Not by itself. In our lab data, paddles labelled composite average slightly more RPM than those labelled carbon, and fiberglass faces average the least. The spread within each material is far larger than the gap between them, which is why this list uses measured numbers rather than face material.
